First, just exercising certain part of your abdominal muscles is quite impossible. The abdominal muscle is just one muscle, so when contracting one part of your abs you usually contract all most the whole abdominal muscle more or less. It is possible to emphasize the exercise for example to your obliques, this just means that the given exercise makes the obliques work more than other parts of your ab muscles.
Second, losing belly fat just by doing a lot of crunches. In short, it is possible, but then again not really possible. Only way to get just ab exercises to burn your fat would be doing it like some aerobic exercise, getting your heart rate high enough and keep on doing for at least half an hour. So this really doesn't sound realistic. Ab exercises in general don't burn fat, just tone and firm your muscles and this is a good thing for those who seek a slim stomach.
Third, using weights with ab exercises. Especially for those who want to get a six pack stomach or strong abdominal muscles, this is a definite yes. After a while doing basic exercises with no resistance, your abdominal muscles become accustomed and just doing the exercises don't get the results you want. When your abdominal exercise movements are correct, then you are ready to take added resistance to your exercises. Weights will give the resistance and it will make the exercises harder again and give your abs the stimulus needed to get stronger and grow.
